County Governance Study

LWVCC is doing a consensus study related to County Governance.  This page describes the purpose, timeline and progress of the Task Force that is conducting the study.   For more information contact Trisha Crowley  tcrowley9491@gmail.com  or Deb Busey   dbusey@comcast.net  

Purpose

The study will address the question:  Of the options under the statutory requirements (55 ILCS/5) for the organization of county government, what option(s) create the most efficient, professional and democratic management model for the day-to-day- operations of the County?
 
Why this topic now? Over the past several years, various referenda concerning County Government have been presented to the voters of Champaign County. These have included abolishing several elected offices (Recorder, Coroner, Auditor) and making changes in the form of County government.

​Because LWVCC did not have a specific position in program positions, we could not publicly advocate for a yes or no vote on these referenda. We could and did provide educational information. We believe that future referenda are possible and would like to be in a position to advocate for specific action. Therefore, a change to our official positions (called our Local Program), based on a consensus study, is necessary.

On Wednesday, May 12, 2021, LWVCC officers Trisha Crowley and Deb Busey discussed demystifying county government at a Wednesday Discussion series. Below is the announcement for the meeting and a pdf of the slides.
 
We know what cities do: public safety - police and fire services - public works, libraries. And we know how cities work: citizens elect a city council and mayor, and the city council, with the mayor, run the city.  But what does Champaign County government do and how does it work? We elect many county level officials - judges, state’s attorney, circuit clerk, county clerk and more. Do they work together and, if so, how? Where do the funds to run their offices come from? What is the County Executive’s role? Join us for this discussion to get the answers to these questions and more, the answers you need to understand Champaign County government and how it affects our lives
