“You might remember a chart in high school civics education entitled ‘How a Bill Becomes a Law’ and it seemed straightforward,” says League Member Theresa Michelson, program moderator. “It is anything but straightforward and simple. Why are state budget deliberations kept out of sight until the last minute before the May deadline? Citizens need to understand the process, especially if they want to provide input to their elected representatives.”
